First, a zoning permit application and building permit application are completed and sent to the Harshman Group for their review of the project. email to permits@HarshmanLLC.com
Once the zoning permit is approved and paid, the building permit application will be reviewed, approved and issued.

If the project needs to be reviewed by the borough's Zoning Hearing Board, the following appilcation will be completed and submitted to the Emsworth Borough, 171 Center Ave, Pittsburgh 15202 along with appropriate payment.
The Zoning Hearing Board meets on an as-needed basis. Two weeks of legal advertising is required and the applicant will need to be present to present testimony.
